Under my rights from the rule/bylaw 4.1 I hereby petition the Upper Circle to address some unclear points and potential issues either by adding clarification or modifying the current succession rules.

The current succession rules assume that the Emperor is also a King for one of the Gods. At present this is not the case.


#1
~Building upon rule #1.2 of the Official Rules and Bylaws.
In the instance that the emperor is incapacitated, quits runescape, or retires, a new emperor will be chosen.

#1.1
~Because the Emperor is also one of the Kings or Forums master, the Upper advisor or official pick from the forums team pool (see #1.3) will be immediately promoted.

This, from my interpretation, means that it is only possible to promote the Upper Advisor to replace a King or Forums Master who was serving as Emperor. It assumes that there are already Kings in all other cases.

My interpretation:
This means that if we were to go through with the succession, there's nobody available to promote any of the Upper Advisors, because in general this is not a power granted to the Forums Master. The Upper Advisors can't just promote themselves to Kings, can they?

#1.2

~The 3 kings and forums master will then forward one of themselves for the position of emperor. The candidate in question will not vote for himself, but will abstain, leaving the decision to the remaining 3 Royal circle inhabitants.

My interpretation: At present, this would not work. Sir Fatehill is the only person who would be able to forward himself for Emperor and would be unable to vote for himself. This means that if you were to follow the rules as they stand, it would be impossible to execute the succession process, and at best would essentially make one person the only possible future Emperor.

Also, what if two separate people simultaneously forward themselves for Emperor? Then what? Or suppose there was a small time difference in self-nomination? Should a few seconds decide who becomes Emperor?

My interpretation: It would not be possible to select any of the Upper Advisors to serve as Emperor, only leaving the Forums Master.

I request that the Emperor or the Upper Circle, consisting of the Upper Advisors, Kings, and Forums Master resolve these discrepancies. Normally, the Emperor would be a part of the Circle, but at present since he's not listed as a king... well, that leaves some confusion.

~There will always be 7 generals within the clan. This will consist of the 3 Area Kings, the 3 Area King's Upper advisor, and the 1 Forums Master.

#1.2
~There will be 1 emperor, coming from one of the 3 Kings and Forums master's ranks. Succession will be chosen by a 2/3rd's majority vote amongst the afore mentioned leaders.

#1.3
~For large scale issues, the Upper circle (consisting of the 3 Kings, Forums Master, and 3 upper advisors) will make a decision in a 3/4's majority vote. (that being a 4-7 minimum vote).

#2
~There will be 5 Captains ranks within the clan, consisting of the 3 lower advisors, and the News team leader and the Clan Chat Moderator Leader.

#3
~There will be an un-specified number of lieutenant's ranks within the clan, being determined by a vote of the entire Command Circle.

#3.1
~The Command circle consists of the 3 kings, the 1 forums master, the 3 upper advisers, the 1 news team leader and the 3 lower advisers.

#4
~Other ranks consisting of "added"(smily face) through sergeant will be determined at the clan leader's discretion with input from the other 2 kings, the forums master, and the upper and lower advisers.

#4.1
~A question of ranking may be petitioned to the Upper or Royal circle, with the majority vote deciding the action.

Hello, and thank you for your question.

Let me start off by saying, these rules are based on the basis of there being all positions of the Royal Council, Upper Council, Lower Council, and General Council as filled. In the case that this was not true (as is seen in our current state) I assume that the role of leadership would fall to the next level available.

For example, if the Royal Council is unable to convene, the role would fall to the Upper Council. This is not a written rule, and thus is flexible to fit any situation that should happen.

Adding an addendum to the rules and bylaws is not out of the question, and I will bring it up at the next opportunity.

Um,

The main purpose is that should one of us get assassinated/dies/becomes interested in bunnies, the clan won't be left leaderless, or left in a power vacuum.

Illpk and I have been filling the positions as the people become available. I'd say we get a new star rank person every 2 months or so. Being so picky limits our ability to fill the higher positions.
